Woop! Woop! It's a LOE Noise Thingee. A passive percussion device made for some creative fun. Simply plug it into an amplifier or pre-amplifier via the 1/4" audio jack. Since it's a passive device, it requires no power at all! It's super fun to run it through pedals and stuff.
The brass bar with the screws in it is for holding the noise-making elements (yes, with a screwdriver you can easily change them out!). It comes with the stuff you see on it. The little screws tighten them down, and they then vibrate against the enclosure. You can pluck it, scrape it, tap it, whatever!
Each one is built into a 1590a size aluminum enclosure, with a Neutrik jack.
